Rationale
 
Today economic integration and advancement in communications have brought all parts of the world closer together, human rights are increasingly recognized as a unifying moral force that transcends national boundaries and empowers ordinary people everywhere to demand that their governments be accountable for the protection and promotion of their human rights. The mandate for human rights education is unequivocal: you have a human right to know your rights. According to NCF 2005, - The concept of human rights has a universal frame of reference. It is imperative that children are introduced to universal values in a manner
appropriate for their age. Reference to day-to-day issues, e.g. the problem of getting water, can be discussed so that young students become aware of issues related to human dignity and rights.The Preamble to the Universal Declaration of Human Rights (UDHR) exhorts "every individual and every organ of society" to "strive by teaching and education to promote respect for these rights and freedoms." Article 30 of the UDHR declares that one goal of education should be "the strengthening of respect for human rights and fundamental freedoms." The education systems need to reflect commitment to human rights. The specific objective that are desired to be achieved are:
  • to create awareness and understanding regarding law and the administration of justice
  • to create basic awareness about equality of opportunity and access to public services including education and health
  • to sensitize and create better understanding about equality of opportunity in the access to justice
  • according to different parameters such as gender, age, diversity of background etc.
  • to create awareness regarding civic and social rights and responsibilities
  • to create awareness regarding consumer rights (right to know, right to redress, right to information, right to public services free of corruption)
  • to enhance understanding and sensitivity towards issues related to violence.
  • to create awareness and sesitize towards identity (Linguistic, Cultural, Ethinic and Religions)
This course is intended to make students aware of the ways in which gender is “taken for granted” and how gender is learned, the implications of gender for our lives, and prospects for change so far as men and women are able to combine and/or reject elements of traditional masculinity and femininity. The course will look at gender within the context of different social institutions (e.g. the family, the workplace, education, etc.) and look at ways in which gender roles are maintained by these institutions, and/or effectively learned through socialization. Specific learning objectives are to:
  • have an understanding of the history of gender and the division of labour based on this;
  • attempt to consider which human behaviours are biologically motivated and which are a product of cultural differences;
  • have a better understanding of oneself and the society in which one operates;
  • understand the institutionalization of gender of politics, economics, language, family, and socialization;
  • understand the concepts of gender stereotypes and sexism as a form of discrimination.
  • generate and innovate with ideas including technologies to express themselves as citizens, consumers and imaginative beings

Komal : A Film To Create Awareness Among School Children About Inappropriate Touch

Childhood is the primary stage of life. It knows no worry or anxiety, no good or evil. It is the period of both ignorance and innocence. Teachers, parents and all concerned adults, should all try to keep children safe from any kind of abuse. Within our different areas of responsibility, guided by policy, legislation and experience, we should take steps to provide what is best for children. One important step in this regard can be equipping and empowering children at the right age.

Ministry of Women and Child Development, Government of India had commissioned a short animated film (Komal) which has also won the national film award in the category of “best educational film” to create awareness among school children about inappropriate touch. This film is uploaded and available at CBSE youtube channel. The CBSE has informed schools vide Notification dated 24th October 2015 regarding this film before as well. The school may download the film or may stream it live from the links given above, preferably at the time of whole school assembly. It is expected that the schools will ensure that every child of the school views this instructive and informative film so that they are in a better position to help and protect not just themselves but also their friends in any such situation, if occurs.

Besides, this POCSO E-Box has been developed by NCPCR. POCSO E-Box facilitates for easy and direct reporting of sexual offences against children and by children themselves so that action offenders can be taken under POCSO Act, 2012. The schools are requested to take following steps/actions to popularize the E-Box on POCSO:

  • Parents are made aware about the E-Box on POCSO and Child Abuse in Parent Teacher Meeting.
  • Information on E-Box should be placed on notice board/school magazine/walls of the school.
  • School counsellors should be made aware about the E-Box.
  • Students should also be briefed about the E-Box during assemblies. Looking forward for valuable support in the endeavour.

Senior School Certificate Examination

Marking Scheme---Business Studies (Delhi) 66/1/1, 66/1/2, 66/1/3.

General Instructions:
1. The marking scheme carries only suggested value points for the answer. These are only guidelines and do not constitute the complete answer. The students can have their own expression and if the expression is correct, marks be awarded accordingly.
2. Evaluation is to be done as per instructions provided in the marking scheme.
3. If a question has parts, please award marks on the right hand side for each part. Marks awarded for different parts of the question should then be totalled up and encircled in the left hand margin.
4. If a question does not have parts, marks be awarded in the left hand margin.
5. If a candidate has attempted a question twice, marks should be given in the question attempted first and the question attempted later should be ignored with the comment ‘Extra Attempt’.
6. In a question, if two features/ characteristics/ points are asked but an examinee writes more than two features/ characteristics/ points, say, five, of which first is correct, second is incorrect, the first two should be assessed and the remaining should be ignored.
7. The examiners should acquaint themselves with the instructions given in the Guidelines for Spot Evaluation before starting the actual evaluation.
8. Every examiner should stay upto sufficiently reasonable time normally 5-6 hours everyday and evaluate 20-25 answer books and should devote minimum 15-20 minutes to evaluate each answer book.
9. Every examiner should acquaint himself/ herself with the marking schemes of all the sets.
10. It is expected that the marking scheme should be followed objectively to ensure quality evaluation. For instance, if an examinee scores 24 marks, then the marks should not be inflated to 27 simply to pass him/ her.
11. Marks should be awarded keeping in view the total marks of a particular question and not the total marks of the question paper. For example, if one mark is given to a 3 marks question even if nothing is correct, then that one mark constitutes 33% of the total marks for this answer.
12. The examiner shall also have to certify in the answer book that they have evaluated the answer book strictly in accordance with the value points given in the marking scheme and correct set of question papers.
13. While evaluating the answer scripts, if the answer is found to be totally incorrect, it should be marked as (x) and awarded zero (0) marks.
14. A full scale of marks 0-80 has to be used. Please do not hesitate to award full marks if the answer deserves it. Similarly, wherever an examinee writes an answer upto the mark, his/ her marks should not be deducted unnecessarily.

5. If a candidate has attempted a question twice, marks should be given in the question attempted first and the question attempted later should be ignored with the comment ‘Extra Attempt’.
6. In a question, if two features/ characteristics/ points are asked but an examinee writes more than two features/ characteristics/ points, say, five, of which first is correct, second is incorrect, the first two should be assessed and the remaining should be ignored.
